"IT security manager" or "web security expert" or i should get bachlor degree in information tecnology and get some relevent certifications?

There are two modes I would look into. The actual cracking and intrusive testing of network security (which is usually a consulting position with a firm that has major liability insurance or government) or the practical application of security practices. The latter involves getting certifications and experience. I have found the CISSP (Certified Information Systems Security Professional) to be very educational and since it is vendor agnostic it is accepted in various environments. As to a really good reference on ethical hacking and training check this site out. A friend of mine set this up at the BlackHat convention last year. Hope it helps. TX

Teach yourself. College is only for that little piece of paper. That paper is only good to get you in the door of an interview. But you're not going to learn what you need to know from most if any school. Is a degree a bad thing? Not really. But anyone who has money can buy themselves a degree. If you really want to learn, you need to learn on you own. Sadly though, you need that damn little piece of paper to "prove" your worthiness

Web Systems Security Professional... there the ones who get hired to see if they can break into computer sysytems/networks.

I think you should talk to someone who does that job, and find out what qualifications that person has and ask for advice.
