use 2.54 to convert from inches into cm
then move the decimal place two places (IE divide by 100) to get meters
39in
39 * 2.54 = 99.06
= 0.99Meters

OR the easy way if you have a lot of numbers i to multiple the inches by 0.0254 to go straight from inches to meters

39 inches is equal to 0.9906 meter, your answer is correct but i did not understand your formula.

The formula is this.

(39 x 2.54)/100 = 0.9906

inches multiplied by 2.54cm then divide the answer with 100.

Your answer is correct though.
