If storks bring human babies to people, then who brings stork babies to storks? I mean, what's lesser than a stork? A trout?

The Tooth Fairy gets its money from the storks. The TF gets the babies from various places, but mainly from the back room at the Dollar Store (and who knows where they get their stuff from???).
Storks extort money from Santa Claus with the threat that they will shut down his reason for being if he doesn't pay. SC has to sell a portion of the cookies and milk etc. left out for him plus sell the slave labor of his elves to the Chinese in order to bribe the storks.
It works a lot like the economy in general. Henry Kissinger gets a percentage.

um...well, stork babies fall from the sky...when you're a good stork and responsible enough for a baby stork, the stork god's send them from the sky. It's such a magical process!!!

No, we make them, haven't you heard about genetic engineering, we make out replicated genes of storks and produce new ones, how, we capture one of their delivery gals and inseminate them with the engineered sperm, why did we only come up with the sperm, the XX chromosome is very hard to produce, the pattern of the XY chromosome is easier to understand, so, after inseminating them we wait dor the magical process to happen and voila, a new baby stork is produced, wait something's not right...
