I don't know what you mean by 'all year', but yes, school should be attended regularly.
I think schools should have rigorously enforced generic uniforms so that the poor and rich are dressed alike - and not from a single or limited number of outfitters.
They do reduce competition in clothing but also signifies belongong to a group. I hated mine, but being very poor, the alternative wasn't particularly attractive either.

All students should not be in attendance for the entire year. That is just my opinion. There have been some very successful school districts that hold classes all year round but attendance is on a rotating basis. There are four groups and three are in attendance at a time, leaving one on vacation for about a quarter of the year. The vacation rotates to each group and the time of the vacation changes each time. You might have a summer off, or autumn, winter or spring.
Uniforms are very good for building school indentification. When students identify with a school, they tend to appreciate it more. It is also a boon for parents as there is no harsh budget outlays.

I think attending school all year would be awful, because you need some time off and to be with friends and family... when you enter the workforce you can discover working year round. As for uniforms, I think that would be fine for school because it would take a lot of pressure off to be cool, and also would reduce the stress of being with less money than your peers. It also looks a little bit better to the outside eye, and can control how the students look (how much skin is showing, logos, etc.)

The dress code is wonderfull for kids in elementary school they look so neat and nice,ready to learn. The year round school I'm not to sure about ,maybe if they had the option especially for working parents who have to worry about childcare for the 2 months school is off.They could maybe make it from September to July and just have August off that would be good.Kids get bored being home anyway,who has the money to take them out to amusement parks everday.

I don't think that schools should be year around but I believe in uniforms.
1. It weeds out strangers and non-students
2. Equalizes, no rich and poor, no social advantage based on clothing.
3. Saves money and time getting ready
4. Creates unity.
Where I am from all schools must have a uniform. Students have free access to public transportation. Trains, subway and buses grant free access during school hours for any kid wearing the uniform.

Should schools be attended all year? I don't think that would accomplish much. Families need time to be together.
As for uniforms, I don't see any real pros and cons to them. We didn't wear them I didn't find it distracting. If we had to wear them, I don't think it would have been a big deal for me.
