I've got a healthy dose of OCD. I don't like using straight bleach cuz I tend to splash it on my clothing, so I like using the disposable toilet cleaning wands. I use the clorox one, but my sister has the Lysol brand ones.
I also use those bleach tablets that you put in the tank. They last about 60 days and do a great job of cleaning the toilet clean in between scrubbings.
Also, if you have a dank odor that you can't attribute directly to urine that won't go away, then it might be time to check out the wax ring on your toilet. Wax rings on toilets cost about a buck, and all you need to do is drain the tank, turn off the water to the toilet, remove the commode, remove the old ring and put in a new ring. You may need to enlist the help of someone who's done this before. If your wax ring is old or falling apart then you'll have some water leakage, which not only can be attributed to foul smells, but can also rot out your subfloor, and damage the ceiling underneath (if this is a second floor bathroom.)
My husband believes that wax rings should be replaced every 2-3 years. I'm not sure about that, but I am glad that he takes the initiative and checks out plumbing and electrical stuff every 6 months (rule of thumb...when you change your clocks in the fall and spring, also check the GFCI, batteries on smoke detectors and plumbing fittings.)

Not sure if you are talking about home toilet or public toilet such as office use or shopping mall?
I guess best possible is to try to keep the toilet ventilated and dry.
A humid or dead air room will always smell. Bacteria or some kind of bugs present. Especially if there is wood cabinet which is also wet/damp.
If need to, you may use some deodoriser or air re-freshener spray. There are manual ones where you have to spray the toilet yourself. There are also powered ones where it can set to spray automatically at certain interval throughout 24 hours or during the day. These can be purchased from most DIY shop.
Check for any chokage. It can be the culprit.
Be sure to clean the toilet. Frequency depends on the usage and how may people using it.
Is the odour coming from outside environment ??? Then do something about it.

I like to use scented bleach.. I pour about 2-3 cups into the bowl and let it sit overnight... Just tell everyone you are doing this so there's no surprises afterall ammonia is in urine and when mixed with bleach causes toxic fumes ! I swish the bowl and wipe down the outside... It stays nice and fresh. Everyday I wipe the toilet down with antibacterial wipes, that also helps keep things smelling nice.. good luck

The best way I clean up my toilet
Is pour some comet in the toilet bowel scrum it really good with hand toilet brush with hard bristles let it sit for 2 minutes after wards. I find discover to un plug the toilet if you pour SUPER HOT WATER IN TOILET BOWEL 2 OR 3 BIG BUCKETS THE WATER GOES DOWN AND UN CLOGS WHATEVER IS BLOCK.

OUST. This eliminates the smelly odor´s straight away unlike others , you spray and it all falls to the ground. OUST does what it says eliminates bad odors on the spot
