im not sure what each state law is but id get a permit to grow it.in australia it is illegal to grow it.if you cant get hold of it grow petunias dry and smoke the leaf.and you dont need a licence to grow them.they belong to the tobacco family.im not joking either.

here in Tn we have to have a permit to grow it, check with your ag man.
