"Stay black" is a figure of speech, which means people can use it anyway they like,
I've never heard Goths say that though, maybe it's just your area.

I'm black and can totally understand this interpretation of the saying. Goths are known for their angst, dark clothing and makeup, musical tastes with dark themes etc. I totally get it.
Just a few definitions of "black" that don't have to do with race:
Being of the color black, producing or reflecting comparatively little light and having no predominant hue.
Having little or no light: a black, moonless night.
Soiled, as from soot; dirty: feet black from playing outdoors.
Evil; wicked: the pirates' black deeds.
Cheerless and depressing; gloomy: black thoughts.
Being or characterized by morbid or grimly satiric humor: a black comedy.
Marked by anger or sullenness: gave me a black look.
Attended with disaster; calamitous: a black day; the stock market crash on Black Friday.
Deserving of, indicating, or incurring censure or dishonor: "Man ... has written one of his blackest records as a destroyer on the oceanic islands" (Rachel Carson).
Wearing clothing of the darkest visual hue: the black knight.
Served without milk or cream: black coffee.
Appearing to emanate from a source other than the actual point of origin. Used chiefly of intelligence operations: black propaganda; black radio transmissions.
Disclosed, for reasons of security, only to an extremely limited number of authorized persons; very highly classified: black programs in the Defense Department; the Pentagon's black budget.

Black is seen as evil, I am going to use your language ok? Therefore if one can say to another person you are black so you are evil is that the truth? Ask yourself if being a black person makes him/her evil.
There are many white person's who are evil but they don't have black skin do you agree? therefore that is the reason the government see it fit to outlaw calling a black person black.
Like you asked in your question why is black Evil? Actually I am a black person and am proud that I was born Black, I am not evil. I will let you decide if you are evil for yourself.

nothing wrong with it. if he said "stay *****," that would be kinda racy. but that is clever that he would use a catch phrase used by those black people to tell other black people to revel in their blackness, and use it for goth because they wear black clothing.

So...?
Glorifying it is what really irks me, "Omg! You just said 'Stay black!' ...coooool!" - It's not that serious. You are not in some secret club.
