i found the galactic veilstone key behind a galactic grunt nervous saying he new nothing of a galactic veilstone key.
then he runs off and there is a pokeball where he was standing. open that pokeball and inside is the key. then go tho the smaller building next to him, and use the key in the door inside the smaller galactic building.
