No - and when you add in the fact that we torture 'suspected' terrorists that we have to then release when they are proven to be innocent, we lose safety through the enemies it creates.

And it is criminal the the WH has classified evidence that a released suspect was using to sue for redress, and the Supreme Court has upheld this travesty.

Detaining, interrogating, and otherwise "neutralizing" suspected terrorists does, yes.
