I think a lot of people misunderstood your question as being anti-flag whereas anyone who knows the great donzimmerisfat knows that he is very pro-flag and would make sweet love to old glory if it were for the law against that. Your question was sincere, you wanted to know the actual wording of the rule that's all. Plus Texans are punks.

I think that the federal flag and state flag should not be on the same flagpole unless by way of a jackstaff. which is like a flagpole jutting out from the main pole. I think that in Heraldry the federal flag should be in the senior position. Contrary to popular opinion the senior position is the jackstaff. For an example as a Brit if I flew my flag on us territory I wouldf have my flag on the main flagpole and the US flag on the jackstaff. American forces in UK bases do just this the US flag on the main pole and the British flag in the senior position on the jackstaff Easiest to use two flagpoles of the same height Two flags on the same flagpole show a defeat If a Blue ship captured a Red ship in time of war the the blue flag would appear on the same mast (flagpole) above the red flag

US Code Title 4, Subsection 7, para c...
§ 7. Position and Manner of Display.
The flag, when carried in a procession with another flag or flags, should be either on the marching right; that is, the flag’s own right, or, if there is a line of other flags, in front of the center of that line.
(a) The flag should not be displayed on a float in a parade except from a staff, or as provided in subsection (i) of this section.
(b) The flag should not be draped over the hood, top, sides, or back of a vehicle or of a railroad train or a boat. When the flag is displayed on a motorcar, the staff should be fixed firmly to the chassis or clamped to the right fender.
(c) No other flag or pennant should be placed above or, if on the same level, to the right of the flag of the United States of America, except during church services conducted by naval chaplains at sea, when the church pennant may be flown above the flag during church services for the personnel of the Navy. No person shall display the flag of the United Nations or any other national or international flag equal, above, or in a position of superior prominence or honor to or in place of the flag of the United States or any Territory or possession thereof: Provided, That nothing in this section shall make unlawful the continuance of the practice heretofore followed of displaying the flag of the United Nations in a position of superior prominence or honor, and other national flags in positions of equal prominence or honor, with that of the flag of the United States at the headquarters of the United Nations.

I am very rarely political in my attitude but believe one hundred percent that the flags of the USA and Great Britain mean freedom and independence and I also believe that these flags should take presidency over all others. This belief is non political but a statement of loyalty.
I cannot be doing with the flag burning brigade, either, but it comes to show that our nations will take a hell of a lot of harassment before turning round to bit and these loonies know the fact too darned well. Apart from wanting to see the flags of the USA and Great Britain flying side by side for always, I have a further hunger to see bin Laden hanging from a separate pole. This baztard had gotten away for far too long and he needs to be found. Sorry, but I do feel he should hang like that other heathen did.

There is no law that says that it must be flown higher than the state flag, but being that it is the flag of the entire country, it is customary to not allow any other flag with the exception of a religious one to fly higher than the American Flag. Corporations have flags of their own but do not fly their corporate flag above the U.S. flag.

I believe it states that no other flag can fly above the U.S. flag. So the flags of other countries have to fly at the same height. Flags of states, companies, organizations usually fly slightly lower.

No other flag or pennant should be placed above or, if on the
same level, to the right of the flag of the United States of America,
except during church services conducted by naval chaplains at sea, when
the church pennant may be flown above the flag during church services
for the personnel of the Navy.

There isn't such a law.
There is however a law that says that the flag of another Country must fly on another flag pole and may never be placed on the same pole as the American flag.
Even if that flag is flown near the American flag - it must be flown lower, meaning the pole that holds that flag must be shorter than the pole flying the American flag.
That Mexican broke the law when he put the Mexican flag on the same pole as the American flag!
