I suppose they serve to remind people about certain laws or bylaws. I think they are normally placed where there have been problems in the past, to point out to the miscreants that what they are doing is legally or morally wrong, in the hope that it alone is sufficient to get them to modify their behaviour.
Are they important? Yes for two reasons. The first as stated above, and the second to reassure normal honest people that we live in a society where such things are important as part of the foundation of that society.

They aren't reminders as much as they are used for notification. You know not to pick the flowers in the park, but some people think it's okay since its public.

You can bet that as soon as that sign isn't put up, flowers will be picked, paths will be worn through the grass, trash will accumulate on the ground, and the work and expenses people have put into those things to make a place look nice, for EVERYONE to enjoy, go to waste.

I know that people don't always follow those signs, but there is a higher chance that the beauty of things last longer if they are there. People are more likely to follow the signs once they know someone is paying attention.

Seriously, though, tax money (usually) went into making the park a nice place for everyone. As such, it is expensive to maintain. You may very well ask that since it's "your" money and "your" park, why can't you pick "your" flowers? Because everyone is entitled to the flowers, not just "you". Besides, if everyone picked the flowers, there'd be nothing left to see, but the signs! ;)

perhaps it's a reminder that you shouldn't pick the flowers.

imagine if everyone who passes picked just a single flower. how long before the park would be naked?
