Is this a grammar question? The first form would be more common to native English speakers.

Otherwise, if you asked either question, I would expect you to get the same kind of answer.

This is a grammar sitch and it does not seem to have that much difference, but it depends on the person who's asking and answering.
What is the weather like?
A question asking the current weather or as the weather passes its time by, a general answer given to the speaker

How is the weather like?
A question asking the current state of the weather, a specific answer given to the speaker
