Not only normal, it shows that the insulation resistance of the motor is very good. You are lucky to have a 24 volt motor so well insulated.

And 10 MILLION ohms isn't low. If you are on the ground terminal is should read close to zero. If on the hot one, you should be reading the field coils, which should be considerably less. The motor fields are probably open. Since the category is cars and transportation, not homework help, what car or truck is this motor in?

I would say the answer depends solely on the particular design of that DC motor and whether it uses the case ground as one of the return "wires" needed to run the motor.

That seems like a normal reading for some of the motors. Measure arcoss the windings and see what you get.

normal. if it shows a very low value it means motor winding is shorted with body.
