OS X is not a program. It is an operating system just like Windows. You cannot install it on anything but an Apple computer unless you are willing to break the law and possibly your computer.

Mac OSX is Apple's proprietary operating system. It only works on Apple computers. (Theoretically it could be loaded on compatible hardware, but Apple puts some kind of check into it to prevent people from doing this.)
The Mac Mini is Apple's least expensive PC. Its a small form factor desktop that is sold without a monitor. Generally speaking its fine for basic tasks (word processing, e-mail, web-surfing, watching videos/listening to music), but its not really a gaming machine. If you have standard (usb) peripherals for a PC, you should be able to use them with a Mac Mini.

1. Can't install mac os x on pc (it works the other way around though)
2. mac mini -> too expensive and too slow.. get itv and tweak it to make it a full blown mac

No, OS X ( or 10) is an operating system. You'd have to have a Mac to do that.

only program i know of that is a mac program is safari and i have no clue what a mac mini is if it the notebook trust me anything made by mac is worth it unless you like fixing and upgrading you computer yourself mac don't allow u to do that at least not easliy

You can download it to a PC, but it won't run except on a Mac.
Mac minis are great, except for intense 3D gaming. But for multimedia, browsing the web and office work, they're great machines.
