Georges Lemaître, a Belgian Roman Catholic priest, was the first to propose it. It has been developed by many others though.

For a counter opinion, read some of the articles by John Dobson on the subject. He thinks the Big Bang theory is a lot of "Horse Hockey"...

An interesting note on this subject... Einstein's equations predicted a "beginning" to the Universe, but Einstein was unwilling to accept the notion that the Universe has not existed for all time. He favored a stead-state theory even when his equations suggested otherwise...

Lemaitre developed the idea, he called the beginning a cosmic egg, but it was George Gamow who popularized the theory in the 1930s and 1940s.

I think it was first proposed by Hubble. It has been developed over many years.
