Think of all questions of this type in terms of algebra.

[CaCl2] --------> Ca2+ + 2Cl-

Let CaCl2 be x, Ca2+ is also x, while Cl- is 2x.

Thus if the solution CaCl2, x, is 0.100M, then [Cl-] must be 2 times this amount.
