crows are birds that tend to hover before and after eating.
they were probably just eating.
My mom is superstitious, she said they hover over someone when something bad is about to happen.

If you are superstitious it means that a life changing even is going to happen to you soon.
If you are not, then it means that you startled them when you came up upon on them and that is just the way that they fly off.

It probably means they were getting their bearings on where they wanted to go. Or it could mean they were putting a hex on you. It is your call.
