Just ask her what she wants to be. Chances are it will be appropriate anyway. I think skeletons, witches, etc. are probably okay anyway, as long as it's not too gory or gross for little kids. If they are having a party, they're probably not anti-halloween, so don't worry too much about it. I got a laugh out of your "Satanic daycare" bit!

So if I get this-you want a costume that will not be seen as "not pc" by the staff and parents who might be more religous than you. Been there except the one we used didn't allow any cosutmes-but since very few of the families were religious every other kid showed up in costume. Thankfully my little one was too little to care.
I would say with any costume going to a day keep some things in mind. The big one is that it may get dirty! Don't spend $50 on something and send them for the day in the outfit and think it will come back clean. If you want to spend more for a costume then ask when the party for the class will be and go there and change your child into the outfit, heck offer to stay and help the staff if you can-paries at day care are crazy and fun and the staff will appreciate an extra set of hands. What ages? If the day care has younger kids (say toddlers) they may be a little put off by the bigger kids in very creepy outfits. Ask if the kids will be together or if they get seperate parties. I guess my last tip is to be sure that the outfit is easy to wear at day care. If it is an all day thing-be sure they can still run and play, sit easily, and get a nap in.
My game plan this year is that I will get a fun halloween t shirt for my son to wear to day care for the day and then he has his pirate outfit for trick or treats. We are going to go to the homes of some of his teachers so they can see his outfit. Since he is only 2 it should be ok this year. Next year he may have a less expensive costume to wear to day care and then one for trick or treats. Have fun what ever you pick! I'm sure it will be fine-most teachers know that past a certain age (like 3-4) the kids want to pick what they will be. Happy Halloween.

So what's the big deal? It's just halloween. I'm christian myself and go to a public high school. I celebrate halloween and I see no satanic/cult ways about it. But if you're really freaking out about the whole costume thing, I would suggest maybe a princess costume, ballerina, ect. type costume if you want to steer-clear from the horror related costumes.

My wife and daughter are in a Montessori school (wife teaches, daughter attends). They hold a fall festival with a learning theme near Halloween but don't restrict the costume content. Generally if a school allows or encourages costumes any none "adult themed" ones are appropriate.

Well, she can probably dress up as a princess. Or maybe even Gabriella or Sharpay from High School Musical. I think these costumes are on sale in Toys R Us.

If she loves Nightmare Before Christmas, you should dress her up as Sally. They have those costumes at the Disney store. And I'm sure that costume won't upset/offend anyone!

So what is the big deal? It is a time for kids to be kids and enjoy themselves. It does not have satanic meanings or occult undertones, not if YOU don't let it. If you get up on your high horse and give it those types of meanings then your child will feed into the illusion.

I assume that any evil character or anything evil probably would NOT be appropriate. No ghosts, ghouls, vampires, devils, etc.
Superheros should be OK. He could be a cowboy, or his favorite character from a movie or a TV show. Anything "clean" should be alright.

Something cute like her favorite cartoon character, a clown, an angel, etc. I'm dressing my 1 year old as a ladybug.

considering er age, ii dont think there is really inapropriate. Its halloween, they expect kids to be witched and what not.
If your really that worried about it, ask the preschool, or dress her up as a princess.
