What negotiations? Bush was determined to attack Iraq for reasons that can only be explained by conjecture at this time, but WMD was not a reason.
To say that Bush failed at negotiating with Iraq assumes that he did attempt to negociate and there is little evidence to support that notion. It was way too late and way too difficult to stop the war planning.

I think Bush wanted war no matter what anyway, he was pretending to give Saddam a chance to avoid war to appease anti-war people but Saddam had no chance of escaping war and he knew it. Which is why he feigned a defense at the end (what else could he do?).

Because it's impossible to prove a negative.

He demanded Saddam prove he didn't have weapons. This cannot be done by anyone.

Additionally, Bush kept changing his demands. First he demanded inspectors be allowed in. They were. Then he demanded they get unfettered access. They were. Then he demanded Saddam step down. Saddam agreed to do so. Then he said that since Saddam wasn't cooperating, we had no choice but to invade.

Clearly, the war was decided on long before the "negotiations" began.

Iraq had no motivation to actually sit down and seriously conduct a negotiation.

I thought it was Iran. Any negotiations with Iran will fail because their leader is a terrorist and wants to destroy America.
