Ya gotta wanna do it. He didn't. The Bush and Bin Laden families have been friends and business partners for decades. Bin Laden money helped bail Dubya out of at least one of his many failed business ventures. The Taliban was no longer useful to the US with the demise of the Soviet Union and they knew that so they didn't need to cooperate. Bin Laden was useful to the Taliban as a pest to the US, if nothing else.

I think the answer is part of his nickname in skull and bones, "temporary".

Everyone's basically just gonna wait for him to leave office. Some will make noise one way or another, but simply allowing time to pass until another figurehead gets voted in by a majority (read: about 10% of our population) of voters in our next... "election". I guess it's called. We get to choose from the lesser of two evils yet again, and I get to abstain because NOBODY represents me.
