if i buy 2 100 psi air tanks, can i have them both run through a T connector and then have 1 output? will it be 200 PSI?

Yes you can and no, the psi will be only 100 or whatever psi you have filled them to safely, and air flow is restricted to the smallest diameter fittings or hose.

Nope - you'll have twice as much air (assuming that they are the same size), but still at 100 PSI.

To get to 200 PSI, you'll need a compressor rated to that pressure. Also the holding tanks, connecting lines, air tools, etc. will have to be rated for that pressure, also.
