.. fake 'surveys', 'pyramid schemes', '419 (advanced fee) frauds', usually ending up in never seeing your 'fees' again and being sucked into Identity Theft etc etc.

The best idea for a home based business that is free or low cost is web-site traffic. The biggest reason that most inter net business fail is because a person falls for all the hype on a do nothing and get rich mentality.
If you are willing to put a whole lot of effort in to your home business to get it rolling then there is profit to be made. Do not believe the guarantees you may be offered.
Nobody can guarantee what kind of effort you will put into any business.
Systems do not fail people do!
I have a suggestion that you start out with testing yourself to see if you are ready to commit to running your own business.
How can you do that? Well the first important ingredient to an inter net business is traffic to your site or business.

Well, I have never heard of any business to work at home where it is completely free. I know of one that is $99 to get in and money is easy to make. You can work for Suzanne Somers. We all know who she is. It is a new business and on Oct. 16th is the business year birthday and also Suzanne's birthday. You do get to meet her if you join also. I knew noone and have made pretty good money already and still moving up. It is for men and women both. We have quite a few men in it. Suzannes products are all natural and organic. In general, if you want a viable business model for yourself, start your own! Whatever model comes from someone else, and this includes many franchises, will limit your income and is designed to profit the other party before it ever profits you.
I would think that you are the best person to decide what your strengths and weaknesses are and you have to tailor a business to your own strengths.
If someone promises you a guaranteed weekly or monthly profit, they are fraudsters. There is nothing like a guaranteed profit in business. None. You can see the smallest of businesses and the largest of corporations go from profitability near bankruptcy and back in a matter of a few quarters.
