-2y=-3x+1
y=3/2x-1 => slope int form, then plug the point in to get the eqn of the next line. since the lines are par the slope is the same just the y int is different
-5=3/2(1)+b
-5=3/2+b
-13/2=b
y=3/2x-13/2 =>still slope int form, if you want it back in standard form...
3/2x-y=13/2.

The eq the given line is : 3x-2y-1=0
so, y=3/2x-1/2
so slope = 3/2( from y=mx+c)

for the required equation,
y-(-5)/x+1=3/2
or, (y+5)/x+1=3/2
or, 2y+10=3x+3
or, 3x-2y=7(Answer)

2y = 3x - 1
y = (3/2) x - 1/2 is given line
m = 3/2
y + 5 = (3/2) (x - 1)
y = (3/2)x - 13/2 is parallel line.

i don't know the complete answer but the slope is 3/2
so..
y= 3/2 x + c

then you have to complete
