Ignore the answer that said there's a radioactive unit that's dangerous. It's only dangerous when it's running and unshielded by a Faraday cage. What is dangerous is the high-voltage capacitor inside the case.

If you have electrical/electronic experience I will walk you through troubleshooting it. If you don't don't.
1 Remove wrap
2 locate k1 relay on main CPU (that's the relay that has the 2 wire sticking out from the top.)
3Put a glass of water in micro wave and set for 2 min
4 use a AC voltage proximity detector to se if it chirps on both of the wires coming from the K1 relay if it does not then your board or interlock micros are bad. if it does then look at that big transformer on the secondary side from a distance your AC proximity detector should be chirping be careful those baby's are 2Kto4K circuits they Will jump out and bite you If there is no chirp on secondary the Transformer is bad usually 35-60 dollars if you have chirp then the Magnetron,or the diode is bad usually though it is the mag....95-110 dollars.
good luck and be careful
PS there is no RF radiation emitted from anything other then the MAG and it is mounted to the Radiation go's into the waveguide going into the cooking cavity...

First try testing the receptacle to be sure it has power. Check for a circuit breaker on the Microwave. The real problem is probably the power supply that causes the Microwave generator to work, It may be dead. Keep in mind these devices produce dangerous radiation and can harm you greatly, such as microwaving your bone marrow. If you have no idea what you are doing, don't open it up.

Let me ask the obvious: Is it plugged in? If so, is there a light switch that controls the socket? One other place to look is the circuit breaker box -- make sure that the switch is on.
If all of those are OK -- then it might be time for a new microwave.

Well don't tinker with it. There's a radioactive unit in it that can kill you. That sounds like a joke, but I'm serious. You can check for reset switches on the back on the OUTSIDE of the cabinet. Don't open the appliance with a wrench and start monkeying around on your own though. They are very affordable, and the cost of a new one will likely be less than any repair you could have done.

There is a rotating metal fan blade inside that scatters the waves as it rotates, some are belt driven. The belt could be stretched or the fan has frozen up. You will have to take it down to replace the oven it so, take a look inside, maybe an easy fix :)

Time to get another microwave.
I asked a similar question when I lived in Florida and our microwave didn't heat the food.
Everyone said get a new one.

If its a cheapee it probably is the xformer or the magnetron either of which will cost more than twice the price for a new oven.So just buy a new one.
