Is Muse a prog-rock band?

I wouldn't say Muse is a prog rock band in general, but their song Knights of Cydonia very much qualifies as prog rock.

Progressive rock is characterized by lengthy tracks which evolve in time, and a grand, serious and sometimes epic sound.

I would put Muse in the Prog-rock category as I would Coheed And Cambria. Much like Rush would be considered a Prog-rock band, these two bands fit the same type. The songs are not your basic verse/chorus type songs and are more experimental.

Well, I really only know classic Prog {Progressive} Rock bands, such as :~

Pink Floyd
Mike Oldfield
Jethro Tull
early Genesis
ELO
ELP
Yes
Rush
King Crimson

I'm not sure that there is over much Prog around now, though I see a lot of people mentioning Porcupine Tree

No, Muse is not a Prog-Rock band but Porcupine tree could be argued to be and It Bites (remember them?) tried so hard to be in the 1980s).

Silver~Rose~Wolf's list is pretty good but Mike Oldfield?? His tracks were only as long as they were because of childish repetition - not much musical development there. I would have to add Rush as well and also possibly Camel. One also has to add Supertramp (yes, think about it - lengthy through-composed songs often with lyrics that belied the superficially melodic nature of the music) and, of course in more recent times, Radiohead.

Prog-rock operas are epic, sometimes overblown and often slightly pretentious stories written into lyrics and set to music to be recorded and performed. Prog-rock operas usually have characters and a plot, as any other story would, and unfold over one or more studio albums, typically called a Concept Album. Themes include fantasy, mythology, dream interpretation, oppression, self-enlightenment, and life and death.

Since the early sixties and seventies, the prog-rock opera has evolved over time. The Who, a British Invasion-era band, not typically considered prog, released Tommy, about a young boy who, after seeing his long-lost father murder his mother's new lover, withdraws into himself, becoming deaf dumb, and blind. He is repeatedly abused by various people throughout the story, as they think that no-one will find out, and he becomes famous for being the best pinball player. Eventually, he snaps out of the self-induced isolation and becomes a cult leader, and ultimately ends up learning many lessons. Several years afterwards, Rush, an early progressive rock band, is notable for their story of a future ruled by an oppressive class of priests, chronicled in the song "2112", based on the novella Anthem by Ayn Rand. Lyricist Neil Peart also penned a mythical sci-fi tale of a spaceship's journey through a black hole that transports the hero to the realm of the gods in order to bring balance to a war-torn world, described in "Cygnus X-1" from A Farewell to Kings and the side-A title track from Hemispheres. Prog-rock operas often deal with stories of a fantastic or science-fiction nature, but not always, as shown by Tommy, and many Pink Floyd albums. Their album The Wall tells the story of a man who has been oppressed all of his life, and through various hallucinations brought on by drug use, builds a wall in his consciousness, to separate himself from all the injustices caused him in his lifetime. Eventually, through another series of halucinations, he orders himself to tear down the wall.

Muse is a progressive rock band formed in Teignmouth, Devon in 1997, comprising Matthew Bellamy (vocals, guitar, keyboards), Chris Wolstenholme (bass guitar, keyboards, vocals) and Dominic Howard (drums, percussion). More recently, Morgan Nicholls has been featured on bass and keyboards in the Black Holes and Revelations era live performances. The band blends alternative rock, progressive rock, romantic music, funk, electronica, and heavy metal, to help form the new sub-genre of new prog. Muse is known best for their energetic live performances and frontman Matthew Bellamy's eccentric interests in global conspiracy, theology and the apocalypse.
