Right now in Newark, Nottinghamshire UK they are rain clouds but are pretty high up (for some odd reason) hope it stops raining here soon. Its cold outside.

Depends which clouds, there are lots of different types, I think rain clouds are the lowest in teh sky

It depends on anumber of variables such as temperature, dewpoint etc. The cloudbase changes hourly. take a look at the link
