A complainer is capable at least in theory of bringing up a problem, discussing it and possibly arriving at a solution.
A whiner on the other hand, loves to talk just to hear themselves and they generally have no point at all, except to make your life as miserable as theirs.
I say that both can drive you nuts, but a whiner is quicker to grate on my nerves almost every time, hands down!

A whiner usually cry and whines about something that they have control over and they just want someone to help them or make things easier on them.
A complainer is someone who doesn't like something, a complainer can complain about something relevant but complain about it so much that they become annoying however have a very valid point.

I can't stand either of them! But a whiner will just drive me nuts!! I hate to say it, but in the ways of small children, whiners usually get what they want because they really need to shut da he!! up, so people do what they can to make it so.
