My windsheild is constantly fogging up, and it has lots of black dust and larger particles on it. My heater core is new, so I know it is not that.

if the heater core has been changed it could have loosened up the dirt in the air chambers in the vent system.clean the glass with diluted amonia and water and news paper(less streaks).

Deteriorating hoses (cabin heater/vent hoses).

Also the fan for everything sucks lots of outside/inside dust around as well. If u remove it, you can see the fins will be covered w. dirt.dust.
clean it

check your cabin air filter. its usually located in the engine bay close to the firewall. dont wash it, use air to blow it off. or just replace it, they are under $50.
