Throw out everything that was left behind out or at least get it out side. (Curtains & Drapes).
Basement: Sweep Then mop with Pinesol. The scent is so strong regardless of the flavor it will destroy all the others peoples oders, and it dries with almost no oder at all. If you have floor drains and a utility tub, scented bleach and hot water sprayed from a hose will go a long way.
Damp Mop the wood floors (don;t leave standing water) with some thing like Murphies oil soap. I would mostly be best to Wipe down the walls with more scented cleaner.

Chances are you are smelling dampness, I would suggest a dehumidifier for the basement, you can also set bowls out in all the rooms with plain charcoal in them the charcoal will absorb the odors, also wash down or repaint walls and woodwork and if there is a concrete floor in the basement try mopping it with bleach water. Also be sure to clean kitchen cabinets and closets and set some of the charcoal in them. Good Luck

Air it out.
Dust, vacuum, wash floors. Consider re-painting.
And to make it tolerable in the meantime, Febreze.
