I have a hp L1720 monitor, which for some reason hurts my eyes, unusual for a flat screen.

Refresh rate (frequency) really doesn't have much to with LCDs as most are fixed at around 60Hz. It used to be an issue with CRT monitors as it adjusted how quickly the electron gun refreshed the phosphorous pixels and so a higher refresh rate meant less visible flicker and reduced eye strain. LCDs are engineered completely different.

For best viewing, make sure the LCD is set for its native resolution and the brightness and contrast are adjusted to what looks best.

Get the manual out and adjust the "brightness" and "contrast" levels to lessen the glare.

There aren't any settings to change regarding the "frequency". All that can be changed is the "refresh rate" and that doesn't really effect what you are consciously seeing.

Soften the view by adjusting brightness and contrast and you should be fine.

No need to set any fequency, go to the computer store and get yourself a screen to put in front of the monitor, explain your problem to the clerk and he can recommend one for you.
