I have a computer network where other computers in the network connect to the Internet through my one.Is there any way to set a limit to the download / upload speeds of the computers which connect to the Internet through mine?

Yes, but you would have to use a different proxy software then the simple internet sharing that comes with windows. Look at something like Wingate. It works great and is a snap to setup.

You are using Internet Connection Sharing (ICS). This does not permit the allocation limits you want.

You can replace this with a router with managed switches and then allocate bandwidth but not throttle it back. The managed switch costs over $1000 US and needs to be programmed to work. This may be well over cost effective levels for you.
