This child was adopted out before the man knew that he may be the father. Now that he knows that the child may be his, he wants DNA testing to confirm paternity. The adoptive parents won't agree to testing and the man doesn't have the finances to obtain legal representation. Are there court appointed lawyers in situations like this?

No. Court appointed attorneys are for criminal cases. Rather strange situation. How old is this child? If it is a newborn, the adoption should have been private and records sealed. Adoption has lots of rules and paperwork so I find it hard to believe that it was done illegally. I realize that things happen, but this seems like we have not received all the info. If his finances are so poor, how would he support a child anyways.

No. You must apply for help with Civil Legal Aid. If you meet the income requirements, they will advise you.
