in the new smallville episode, Lex finds Lana in China by scanning every phone in the world to track her voice. Is this even possible and if so does our Government use this?

How does that work?

The technology does exist, there is voice recognition software to identify the speaker. There is no way they could cast a big enough net to cover the entire world though. It would take the monitoring of every telphonic device, can you imagine the resources that would take? Hopefully that won't be around for a long time, it's scary what the government might someday be capable of.

Its theoretically plausible, and right now possible only on a small scale.

the fact is that there is just too much data floating in the ether to isolate any one voice on the planet from all of the conversations even with the most advanced supercomputer.

as some one said their is Voice ID software that can match one sample to another.

far more plausible and more likely realistic is the surveillance techniques used in Bourne Ultimatum in which a rogue spy base can monitor a city, and isolate a phrase or a 'buzz word' as its far easier to pick up a word like 'treadstone' or 'Black Briar' as they are uncommon phrases, and could still be recognized among all the static/ethereal white noise, where as background noises and said static can alter or degrade a voice match.

I don't think that it's really possible. Think of all the calls they would have to go through plus sometimes peoples voices can sound a like or they might sound different from their regular voices. I don't think this would be a good piece of technology.

Just because it's not possible now doesn't mean it's not something that's not possible in the future. Think of all of the things that were laughed at 25 years ago that are real today.
