You need to seal the surface with a primer product. If it is a basement and prone to moisture issues you need to use some kind of water sealant. The blocks will be porous and tend to drink up the paint. I think Latex is probably best as it will expand with temp changes. I am in the process of doing some painting so I do have a can of paint handy. The makers of Behr suggest that you wash and properly prime the surface before painting and they give the following calculation: 250 to 400 sq. ft of coverage per one gallon of paint. This info come from a can of latex paint. I think that gives you an idea. There are some good primers out there that will be able to cover the color of the blocks but I think you might have to do a double coat. The project I am doing has involved sanding down to bottom of all layers and then sealing and priming a combination of surfaces and after the primer I have put two and in some places three coats of paint. Problem is covering light color wood and primer with hunter green paint and then finding in the bright sun where the paint was a wee bit thin. My neighbors have painted their cinder block fence with latex paint and it holds nicely as long as the little gangsters don't tag it with spray paint. I hope the calculation/ prediction from an actual can of paint gives you a guide. I don't know if this calculation varies with different manufacturers. It might be good idea to ask someone at a place like Home Depot or Lowe's to see if a company has made anything for prep and painting of cinder block. I know I saw that there is some kind of epoxy covering avail for garage floors that includes some sort of sprinkles of contrasting color that you put on top of one of the coats of paint.
