Tacky glue is just a "white glue" that's made especially thick so that it will grab and hold onto things quicker than ordinary thinner white glues (like Elmers).
The most famous brand of tackly glue is by Aleene, but there are others... one even used to come in a small plastic jar rather than a plastic bottle---it was reeally thick.
Tacky glues should be available at craft stores, hobby stores, fabric stores, or even at places like Target, etc.

Tacky glue usually comes in a gold bottle at the store I buy it, and it is really THICK glue that can hold just about anything together. Ask the cashier or an employee at your local craft store, and I am sure the will have it.

You can buy it at a craft store or at walmart in the craft section with the hot glue guns. It is a wet glue that is sticky enough to hold craft items such as wood, buttons, etc. It is white and dries clear and flexible. It can also double as a decoupage medium if you mix it 2 parts glue to 1 part water. It looks like this:
