I dont understand what you mean by ticketed?

The purpose of most junction boxes is to provide access to the electrical circuit. But no they dont have to be accesible after the job is complete. For example you may install a junction box to be used to make pulling in conductors easier and later when the construction is complete, the J-box may not need to be accessible. If there is a spice in the J-box, then that box needs to be accessible.

Check your local codes. The 3 States I have lived in required the junction box to be accessible. This can vary in different areas.
