I'm just curious because I know you do have to be EPA certified to use refrigerant, so how does that work with students at a HVAC class in college studying to be hvac techs.

You do not need the license while in class. You are prohibited from doing any work with refrigerants outside the classroom work. You need the license to buy, handle or work on cooling devices pertaining to the installing or removal of refrigerant. In class, you are covered by the instuctors license.
