All political figures want power and publicity, so they are the same in that respect. Bin Laden, since he is not elected to a term of years can bide his time, Bush has a limited time frame for his agenda. bin Laden has no organized government to run, Bush does. Bin Laden acts within a loose framework of religious laws which he can change by his own fatwas, Bush is more constrained by a formalized body of secular law and a legislature..
