I would give anyone the time of day hun, there are to many nasty rude people in this world and I ceratinly dont want to be one of them!

With no watch, clock, mobile or another person in sight but with the sun visible I will work out an approximate time span to inform him (using one's shadow, the east to west orb of the sun & current position). If it's night then I will tell him that go to sleep.

Not having a watch is inconsequential since it would depend on to whom I'm giving the time of day for me to give it. Being the kind of person I am, most likely they would get my time!

Yes, I would build a complicated sun watch in the ground. If I knew how. And had a lot of free time.

If seeing I didn't have a watch someone still asked me for the time of day, then they deserve whatever time of day I decide it is.

I would look around for anyone who might have a watch and if I couldn't find someone else with one, I would look around for a clock and if I couldn't find one, I could have to tell that person that I was sorry and that he/she would have to ask around for somebody else as I didn't know. I would at least try first, though.
