Not NASA, no, but certain scientists are. It is very possible, but as far as I can tell, somewhat impractical. A big stick from earth to space - that isn't very flexible - strikes me as more of a hazard for planes than a benefit to the space program.
The source listed is a video that has a bit on it. It is a docu-drama on the world in 2057.

I hate to be the worlds worst NaySayer...but consider for a moment the idea of a 100 or 150 Mile long rod or shaft built of any material you wish to suggest...
What is the tallest structure built by man? Less than a Mile high, right? Now, someone tells us that they will build something 100 or 150 Miles high... Is this lunacy or what?
Consider the winds aloft running at 100 MPH in one direction, and surface winds running in all different directions at up to 40 MPH. That alone would cause a violent whip saw action in the structure and cause it to fail. The debris could cover a 100 mile area. Who wants an elevator draped across their living room walls and fireplace? I feel that this venture is doomed to failure.

Strangly enough yes they ARE! Designers all around the US ae putting together small scale rockts that are tethered together on a guidewire which would be attached to a satellite. Future rockets could then be attached and flown 'up' the tether to space. Apparently the designers are having trouble with speed (it's very slow as they are trying to reduce fuel consumtion) and winds. Crazy but apparently true!....will be interesting to see if they get their idea 'off the ground'...so to speak...will watch and see.

That won't be possible until they can invent a way to create the thousands of miles of carbon nanotubes needed. Also they will need a budget not stuck in the15th century.
