Dead weight loss is derived from all the people and businesses that don't pay taxes for some reason or another. General efficiency loss is similar but relates to the cost of administering the tax collection.

A deadweight loss will occur when there is a cause that the price will not be at the equilibrium,such as to raise tax. But I cannot find anything in your question. How can the deadweight loss occur?
