Does a political group should obtain a permission from the authorities prior undertaking a mass-meeting, a march or a demonstration? Do authorities can forbid this action because of some reasons, for example, in order to manage without traffic congestions etc?

if you can get the proper permits, and paper work from the city.........yes, all are reasons for getting them in advance........

Any mass march or demonstration that disrupts the standard flow of things requires a civil permit. That provides the demonstrators with protection and a way to move freely. The Constitution of the United States states that people have the right to gather and to present redress to the government. So yes you can not be stopped from doing what you ask, but a permit is still required.
