If you substitute the work 'If' for the words 'Providing that', then the meaning could be clearer.
In any case, this mail is a round about way of asking if Mr.Jack could send the material by the end of the week or not. A possible reply could be:
Reference your mail dated ....... I would like to inform you, on behalf of Mr.Jack, that the material ordered by you would be despatched on or around .... (date).....

They are asking to be advised whether or not Mr. Jack can send material by the end of this week--so they can let their offices know yes or no. Without knowing whether or not Mr. Jack can do this, I cannot assist you in composing a reply to their email.
