The general equation of the circle with center (x1, y1) and radius "r" is
(x - x1)^2 + (y - y1)^2 = r^2

So can plug in the correct numbers here and get the equation.

Standard form is (x-h)^2 + (y-k)^2 = r^2
So (x-7)^2 + (y+4)^2 = 8^2.

(x - 7)² + (y + 4)² = 64
x ² - 14 x + 49 + y ² + 8 y + 16 = 64
x ² + y ² - 14 x + 8 y - 48 = 0
