I would say you have a bad connection in your power cord. Make sure it's plugged in properly. Also on my laptop (HP ze2000) I'm able to change my contrast and brightness for both when it's plugged in and when it's on battery. If I set them both at the same setting I can't notice anything.

If the screen immediately brightens back to the normal level, there could be BIOS-level power management for the display that causes the screen to dim, similar to how a PowerBook, iBook, MacBook, or MacBook Pro will dim it's screen after a user-defined period of time, in order to save power.
When you boot your laptop, go into BIOS setup (usually the "F10", "F12", or the "Del" key) and check under power management. Also, check in your programs and your control panel for anything Acer-specific about the screen.

Check to make sure the cord from your AC adapter is plugged in good to the laptop and not intermittent. Sounds like it's dimming when going to battery only. Wiggle the cord to see if it happens at that time.

Hi. By 'dull' if you mean dim then the power may be fluctuating. Try running on mains power with the battery removed.
