Give them the wrong answer and make it sound like I know what I am talking about. I am very good at sounding like I got a clue when I really don't.

I don't answer the question at all. They should get their lazy butts in gear and do their own research/study, they're never gonna learn anything if other people give them the answers all the time. It's like when people ask what answers should they give to questions on a job application form or interview questions. If they haven't got their own experiences to call upon to provide the answer then they're not right for the job. I don't answer them either........
And for punishment, they should have their pocket money/allowance stopped for two weeks!! (I could think of much worse but this will do for starters) Oh yes and they have to do double the amount of chores aswell for the two weeks hahaha......

Help out. I used to be a shy kid, so I would never ask for help from anyone around me. I would have loved to have an online community like this to help out! I won't write a person's essay for them, or anything, but I hope that, by giving them some answers or hints, they may at least learn something. It's better than them not doing the work at all.

Whoever that lazy student in doing the homework... would get an easy answer from me. Hello! tell your teacher, you're still waiting the "best answer". Punishment, its up to the teacher to give the "best grade".

I either don't answer it, or give them subtle hints so that if they are really stuck, it can be a gentle nudge in the right direction.
