In Austin you can:
Go to:
-The Texas Capitol Building
-Mount Bonnell
-Barton Springs
-Zilker Park
-Bob Bullock State History Museum
-Austin Museum of Art
-Congress Street has so many little shops
-Whole Foods Landmark Store on Lamar
-Texas Governors Mansion
-UT Campus and UT Tower (free to visitors)
-Town Lake (Now Lady Bird Lake)
-The Dillo (Trolley cars that take you through downtown)
-The LBJ Library and Museum
-Austin City Store
+ So much more...I guarantee you'll love Austin.
Austin is the Live Music Capital of Texas with every type of music at clubs all around the city every night especially around downtown.
I like to stay down near the lakes there are some great hotels there.
Go to this site and look at the downtown hotels (there are 20)

As far as neighborhoods, there are several nice areas around the city, but I really like the area around Far West in the north west area. Nice older homes but the area has a real charm that shows.

Amy's Ice Cream is located in several places and it's a local favorite that's fun to relax at. Choose your location carefully though, some are very busy and some aren't. I recommend the one on 6th Street & Lamar by Waterloo Records.
A site that you won't find on any map is one that emcompasses the entire city of Austin. Take 6th street going West. It will turn into Lake Austin Blvd. Take that down until you hit Red Bud Trail. There's a gas station on the right of the hill. Turn around and then drive slowly back to the bottom. It's one of the most unique and beautiful sites of Austin.
On the more expensive side there are dinner parties on boats. http://www.capitalcruises.com/dinner-lunch-cruises/
Austin360.com is a great place to look up events.
Another good idea (again if you have some extra money) is to take a carriage ride down Congress Ave. The best time to do this is after Thanksgiving at night when they've got all the Christmas lights up. http://www.austincarriage.com/ (They may even put the lights up before, but I'm not 100% sure)
At Dusk on the Congress bridge, the infamous bats come out. Even though bats aren't what I'd call romantic there are little nooks on the edge of the lake that would make for a romantic picnic spot and the sunset is beautiful on the water.
Oh, during the day you should tour the capitol. It's a short tour and it's completely free.
If you come during the week this is pretty romantic. I don't know anything more romantic than sitting in the dark looking at stars. (And it's completely free- at least it used to be!) http://outreach.as.utexas.edu/public/parties.html
They also have this telescope but I've never been to it.

The Wyndham Garden Suites hotel was pretty nice. There are two Omni's in Austin, the one South is where parts of Miss Congeniality where filmed. The Hyatt is a good choice. If you want to go SUPER fancy and beautiful, there is always The Driskill which is also supposedly haunted! :) http://www.driskillhotel.com/
For less expensive hotels the La Quinta downtown is pretty nice and any hotel off in the Arboretum area would be a good choice.

For sure give him an anniversary card! Try to find one that expresses how you feel about him, or that shows things he does that you appreciate. If you can't find one, just use a piece of paper and write these things down. As for a gift, I'd suggest making him a meal that he's particularly fond of...you can have the candles and/or wine too, but it isn't necessary, if it's some kind of food he really loves. Or if he likes chocolates, get him a box of his favorite kind of candy. Put a box of chocolate on the dinner table on your dishes, with silverware on the side even...humor's good. And even add candles or wine. The main thing is to think of what makes him happy, other than his cigars or games. Also, if you have a picture of when you were going together, put it on the table with your dinner. Or your wedding bouquet. Think of what makes him happy and you hopefully will come up with something. As I said, it doesn't have to be mooshy or sentimental. Just something that shows how happy you are of your memories with him, or something that usually brings a smile to his face. It can even be silly! Good luck, and Happy Anniversary!

The answer above lists a lot of good places to visit.
I'll also add:
-Blanton Museum (at the UT campus)
-6th Street
- Meal on Lake Travis
-Coffee at Mozart's on Lake Austin
If you have a car, I would also suggest:
-Hill Country: Fredericksburg or Enchanted Rock State Park
-Barbecue: Lockhart (take 183 South) or The Salt Lick
-San Marcos Outlet for shopping (and San Antonio isn't much farther from there)
oh for neighborhoods: enfield- very convenient, central location that is pretty quiet

I suggest a stroll around Town Lake, right around sunset. It's peaceful and romantic. Also, Sat. night on Congress is great for
couples. Lots of live music. Look into Mt. Bonnell. It's on the outskirts of town and has a very romantic legend about a couple who walked to the top of the "Mountain". (there are 99 stairs)

I'd do the river walk, and watch the bats come out at night, but stay in your car. over a million bats come out and take off at sunset, & lets just say it's best to be covered during this event. During the river walk, next to the dam, there must be a thousand turtles there. Night life is great on 6th street in downtown area, and visit the mongolian bar-b-que or go have aligator at the aligator bar and grill on Lamar Blvd. Have fun with the hubby!
