whenever i flush the toilet, i have to hold or push down the toilet handle a certain way for the toilet to flush down all the water inside the toilet tank, or the thing inside the toilet tank will go back down and close the flow of water to exit the drain too quickly.

You need to adjust the chain/strap that connects the handle to the flapper. It is too long so shorten it up so that the flapper "just" seals. As far as pushing it a "certain" way, it sounds like the nut that holds the handle into the tank is broken or loose. Try tightening it up. It has a left-handed thread so turn it the opposite way you would normally tighten things.

Sound like you have a bad flush mechanism.
The way to tell is to remove the top of the toilet and observe what happens when you flush it. If the flapper acts different when you flush it as you do when it works then replace that part. It is cheap to get the whole assembly (like 15 dlls) and easy to replace if you know how to use a set of pliers and as screw driver. Follow the instructions on the box. Most toilets use similar parts. If you take your with you to the store they will help you find a replacement.

If the flapper valve (the thing inside the toilet tank) does not come up all the way you need to shorten the chain. If it does come up all the way but doesn't stay up until the tank is nearly empty then the flapper valve needs to be replaced.
