How do I tell Yahoo News that one of their headlines is grammatically incorrect? Specifically, "Britain to half [sic] troop contingent in Iraq".

Don't you know Yahoo is always correct. Headlines are not intended to be grammatically correct. They are intended to catch your attention, I guess that one worked.
