This happens all the time as atoms of elements join to form compounds. One will give away an electron and another will take it forming + and - ions that are attracted.

Yes - it is called ionization. This occurs when an electron get enough energy from some source outside the atom to break the electrical bond between it and the nucleus. The energy can come from absorbing light (a photon), collision with another atom, or colliding wiht a high energy particle or photon.

Stick a piece of tinfoil in a microwave, you will see this very thing happening! It happens because the microwaves knock the electrons off of the atoms.
